“Luohu PSAs – Luo Xue’er” the official digital spokesperson for the Luohu Community Network, headlines a public cultural volunteer initiative that was honored as a Guangdong Provincial Cultural Volunteer Service Demonstration Project in 2015. It stood as the sole initiative from Shenzhen to receive this distinction, ranking first among the ten award – winning projects statewide.

This public service campaign was developed to elevate civic and cultural engagement, enrich the cultural lives of community residents, and showcase Shenzhen’s modern cultural milestones alongside the vibrant spirit of its citizens. Concurrently, the initiative strengthens the cultural infrastructure of the Luohu District, establishes a highly recognizable regional brand, and fosters meaningful cultural exchange across the greater Shenzhen area.
